Because I was going to add 2 small 1.45″ pleats to give me a fuller than full circle (I just can’t help myself), I went with a 33.75″ waist circumference (ie, 33.75″/(2*pi) = 5.375″ radius) and a 33.375″ outer circle radius (ie, 28″ + 5.375″ = 33.375″), to end at my final 28″ skirt length
